Legal Framework and renewable energies: The case of wind farms

Wind energy has a significant economic, social and environmental impact on the territories in which it is based. We all trust in the need to change the current fossil-predominant energy system to a renewable world, yet it is crucial to consider the social, economic and environmental effects of electricity production and distribution infrastructures through wind turbines in order to move towards sustainability.
These effects are synergistic, dynamic and complex. They change according to the technology, differ according to ecosystems and impact in different ways in function of the social layout of communities. As societies, we are endowed with a normative framework that attempts to respond in time and form to the challenges of integrating these impacts effectively and equitably within our social and economic development model of.
For all of these reasons we have organized this venue, involving legal professionals with experience and ability to help us better understand how to move forward from an institutional setting that contributes to the transition to an sustainable energy society where the social, economic and environmental aspects of territories with wind value are not neglected.
The GWO has organized an online Discussion Seminar to address these issues on three different dates, from 12 to 2 p.m.
We begin on Friday, 9 July, focusing on interventions in the area of territorial impact. Carlos Alberto Amoedo Souto, Professor of Administrative Law at the University of A Coruña, will take part with his talk on “The impact of wind projects on the Galician cultural heritage: a state of affairs.” Subsequently, Manuel González Sarria, Agricultural Engineer, will talk about “Agricultural land, beyond the rustic”
On Friday, 16 July, we introduce the theme of agricultural land and its economic and environmental values. To this end, we will count on the presence of Patricia Ulloa Alonso, President of the Jury of Expropriation of Galicia. Her lecture is entitled “Valuation of land for wind farms by the Jury of Expropriation of Galicia.” Alba Nogueira, Professor of Administrative Law at the University of Santiago de Compostela will share his contributions to the topic “Environment and wind farms: prevalence of uses, environmental and territorial impacts.”
To conclude, this Seminar will address several case studies on Friday, 23 July. Our first speaker Fernández Armesto, representing the Management of Casa Grande de Xanceda (Mesía), will share their experience in the “Legal proceedings underway in the Órdes-Curtis macro-project“. Finally, X. A. Pérez Lema, partner at Pérez Lema Lawyers and Consultants, will introduce the topic “The defense of the territory, cultural heritage, environment and local economy as limits to wind production in Galicia.”
